Welcome to Update, a monthly round-up of news relevant to palliative care in Scotland, brought to you by the Scottish Partnership for Palliative Care.

Policy

A National Care Service for Scotland: consultation and palliative care event

The Scotish Government is consulting on proposals to improve the way social care is delivered in Scotland, following the recommendations of the Independent Review of Adult Social Care. The closing date for receipt of responses is 2 November 2021.

The Scottish Government are also holding a specific event focused on palliative care on Wednesday 20 October, 3-4pm. They are inviting the palliative care community to contribute to the discussion around the National Care Service and the opportunities and risks from the perspective of palliative care services.

This session is intended to create space to hear feedback on what matters from a services perspective when thinking through the proposals for the reform of health and social care in Scotland. Scottish Government - Programme for Government

The Scottish Government has published A Fairer, Greener Scotland: Programme for Government 2021-22. It includes the following commitments relating to palliative and end of life care:

"To provide the very highest standards of care right up to the end of life, we will ensure that everyone who needs it can access seamless, timely and high‐quality palliative care. Over the coming year,we will develop and publish a new national strategy for palliative and end of life care that takes a whole system, public health approach. And we will ensure provision of high‐quality child palliative care, regardless of location, supported bysustainable funding of at least £7 million per year through Children’s Hospices Across Scotland."

NHS Recovery Plan

The Scottish Government has published its NHS Recovery Plan.

COVID-19 Public Inquiry

A Scottish Public Inquiry will be established to consider matters in relation to Scotland's handling of the COVID-19 pandemic. Views are being sought until the end of September on how the inquiry should be approached.

Coronavirus initial health and social care response: lessons identified

The Scottish Government has published a report examining the initial health and social care response to COVID-19 during March to September 2020. The report highlights examples of good practice and also cross cutting themes for further improvement.

Isolation exemptions for health and social care staff

The Scottish Government has published a framework for the implementation of isolation exemptions for health and social care staff.

Chief Medical Officer's guidance for clinicians completing a BASRiS form

The Scottish Government has published guidance for clinicians who have a patient with a terminal illness and need to complete a Benefits Assessment for Special Rules in Scotland (BASRiS) form on their behalf.

Updated guidance for when a person is imminently dying of COVID-19 lung disease

The End of Life Care guidance for when a person is imminently dying with COVID-19 lung disease has been updated.

NES bereavement work stream annual report 2020-21

NHS Education for Scotland has recently published the Supporting Scottish Grief and Bereavement Care Workstream Annual Report providing information about the workstream's activities, events, collaborations and achievements over the last year and the work which was undertaken in response to the pandemic.

New animation about Scotland's Bereavement Charter

An animated film about Scotland's Bereavement Charter has launched, providing an overview of what the charter means for health & social care professionals.

Call for abstracts - Public Health Palliative Care

Abstracts are invited for the 7th International Public Health Palliative Care Conference: Democratising caring, dying and grieving: participation, action, understanding and evaluation. The deadline for submission of abstracts is 15 January 2022.

Advance care planning for emergencies in care homes: meaningful conversations and trusting relationships matter

This editorial in Age and Ageing by Anne Finucane, Bruce Mason and Kirsty Boyd looks at advance care planning in care homes. (Ref: https://doi.org/10.1093/ageing/afab159)

Community end of life care during the COVID-19 pandemic: findings of a UK primary care survey

This paper in BJGP by Sarah Mitchell, Phillip Oliver, Clare Gardiner, Helen Chapman, Dena Khan, Kirsty Boyd, Jeremy Dale, Stephen Barclay and Catriona R Maryland aims to understand the views of GPs and community nurses providing end-of-life care during the first wave of the COVID-19 pandemic.

Every Story's Ending

Every Story's Ending is a new report by the Scottish Partnership for Palliative Care. It explores what can be done in Scotland to improve people’s experiences of serious illness, dying and bereavement. Aiming to influence future Palliative and End of Life Care strategy development, it identifies priorities and recommends actions that will make a positive difference to experiences of living with serious illness, dying and bereavement in Scotland.

SPPC Poster Parade 2021

Following its success last year, this October we bring you the SPPC Virtual Poster Parade. The Parade will showcase practice, research and innovation from across Scotland and beyond. The Parade will culminate in a series of presentations and Q&A on 28 October, 3pm-5pm.

Other News

The Future of Hospice Care in Scotland

Hospice UK, in collaboration with the Scottish Hospice Leadership Group, has launched a new report on The Future of Hospice Care in Scotland which sets out the unique contribution of Scottish hospices, the key role the sector has played during the COVID-19 pandemic and how hospices are working in partnership with the wider health and social care system to support Scotland’s recovery and adapt to meet future challenges and the rising need for palliative care.

Arts in Palliative Care

The arts team at St Columba’s Hospice Care is holding its next ECHO network meeting for the Arts in Palliative Care on 3 November at 3pm. This online meeting is open to arts therapies, art practitioners and any other professional who is interested to learn more about the roles of the arts in palliative care. Catalysts for Change Programme - grants available

The Queen’s Nursing Institute Scotland (QNIS), in partnership with The National Lottery Community Fund, has announced the opening of applications for the latest Catalysts for Change programme.   Grants are available of up to £5,000 to help community nurses and midwives in Scotland explore short-term initiatives  that prevent, reduce, or overcome health inequalities. The closing date is Thursday 28th October.
